Cecil Mills was born in a barn to an abandoned farm in Bury, Quebec. Alice Statton his mother was with Emerson Mills and daughter Eldora in a wagon, travalling from Louise, Beauce County, Quebec to her mothers home in Sawyerville, Quebec, to help her with the birth of Walter Statten, who was probably born about 2 days before Cecil.

Note: Cecil's Bd is 2 July 1914, but I have Walter Statton born 30 January 1913 which would conflict with this note. He served in the military soldier in the Artillery between 1939 and 1945 in Europe. Netherlands, Belgium, France and Germany He served in the military Artillery, then RCEME as a mechanic. between 1947 and 1963. Terry retired about 1964 in Kingston, Ontario, Canada, at Base Kingston. There are thousands of dif­ferent pieces of equipment stocked in OFC's tool room. But ask Cece Mills for any one of them and he'll know if he has it, where it is and how many will be left if that one is given out.
Cece has been working at the mill since 1974. He retired from a career in the Canadian army in 1964 after spending 12 years with the artillery and 13 with the Royal Canadian Electrical and Mechanical Engineers (RCEME). A tracked vehicle specialist, Cece was posted all across Europe and Canada during his spell with the services. After he retired from the army he spent 10 years working in garages as an auto mechanic until, as he says: "I couldn't take the bending like I used to!"
As tool room attendant, Cece works alone looking af­ter inventory, repairing tools, sharpening slitter blades and supplying tools on request.
"I really like this job - as long as I keep busy.
"I heard recently that this mill is supposed to have the best stock and be one of the best kept tool rooms around (Of course, you don't have to put that down!) I do try and make sure everything is organized properly. That way, if we have an emer­gency situation or break­down, there is no delay in getting the equipment out to the job.
"My job is to help the people in the shops do theirs."
He died on 13 October 1989 in Campbell River, British Columbia, Canada.⁴¹ Cecil was cremated, his ashes .....
